[MCPE-154446] Allays do not pick up items

Whether or not allays are connected to a note block, they fail to pick up items on the ground.

Steps to recreate:

1. Spawn an allay using a spawn egg
2. Give the allay an item
3. Drop that item
4. They do not pick it up
