Clone and Fill commands both return "cannot place blocks outside of world" even for short distances even though all chunks are loaded and visible. These commands have worked just fine until recently. I believe this started with the most recent update. I have used these commands for several years without issue. Thanks...

This is the command that did no work for the past 3 days.
/clone 193 62 165 162 87 126 208 69 296
There was an update overnight to version 1,18,31 and I was able to get the command to execute by flying to the destination.
I had tried flying to the source and destination and points in between many times before.
I use the fill command to create minecart tunnels, usually 200 blocks at a time and 3 high.
I made sure I travelled to the source and the destination, even digging down to level 40 to try.
The fill command was tried this morning standing at 194 40 130 as follows:
/fill 194 40 130 194 42 -70 (Cannot place blocks outside of the world)
/fill 194 40 130 194 42 30 (Cannot place blocks outside of the world)
/fill 194 40 130 194 42 100 (this one worked)
