for some reason while im testing my own custom command mob the wither cannot effect invisibility at all pls fix it ;-;

However, this issue is Working as Intended.
The only potion effects that should affect the Wither are Instant Health and Instant Damage, see MC-226948.
Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.
