[MCPE-155843] Dirt under waterlogged blocks get converted into grass

The bug:
Grass can spread under certain waterlog blocks like dripleaf, ice, sea grass, mangrove rooted blocks, fences, rails, and upper slabs

Expected result

Grass won't spread and convert into dirt under these blocks
