Nether mob won't spwan and enderman dispapear

How many other players are online at the same time? If there are other players you are probably reaching the global mob cap.
Endermen will normally teleport away when you hit them, so you may need to look around to find them again. Usually they teleport back and attack again.

Even when I am alone in the server there is no mob spawning. I tried to change the diffculty as I am the owner of the server and still nothing.

For the enderman, I had the same problem in previous game, (server or not). Before, the enderman where always near after I hit them. But now, they are not they are not there anymore. I tried to look them in the eye to let them attack me but they ran away. So i can't get enderpearl ... 

I also tried with my phone and it does the same thing

What about the other mob that spwan in a very low quantity and does not what they are supposed to do like piglin. I tried to give them gold but they do nothing... they used to give something for the gold....
