Cannot clear instant effect from splash potions, lingering potion and tipped arrows

Instant Effects Such as Instant Damage and Instant Healing cannot that are from splash, lingering and tipped arrow cannot be cleared by these commands

/effect <target> clear
/effect <target> <effect> 0

the the instant effect can be cleared if from effect command or bottle potion

Steps to Reproduce

1. Give yourself repeating command blocks
2. Type one or two of these commands above (For "effect <target> <effect> 0" type like this "effect <target> (instant effects) 0"
3. Activate the command block
4. Throw the splash/lingering of instant effect to yourself
5. For Arrow, shoot yourself

Expected Result

-The Effects cleared/removed by command block

Observed Result

-The effect can't be cleared/removed
