Minecraft won't let me clone buildings as it is stating that it "cannot access blocks outside this world"

I am trying to clone a building and I am cloning it next to the original building and it keeps stating that minecraft "cannot access blocks outside this world". I am constantly having this issue when I am cloning buildings even when I cloning right next to the building that I am cloning. I am using the coordinates 1007 4 560, 943 48 418, 1008 4 418. And it is telling me that it "cannot access blocks outside this world".
