Speed effect level actually applied is considerably much higher than given level which crashes the game

Steps followed:

  1. Launch Minecraft.

  2. Click on Play.

  3. Open an experimental features enabled minecraft world.

  4. Apply the speed effect via beacon.

Expected Outcome: Speed effect actually applied should be as per usual behaviour for the given level.

Actual Outcome: Speed effect level actually applied is considerably higher than usual behaviour, which crashes the game.
