How to Reproduce

Go into a spectator enabled world.
Summon an enderman
Look at the enderman directly.

Observed Result
The enderman does an angry noise, but does not interact with the player.

Expected Result
The enderman should not make any noise when looked at.

This also happens in creative for me the only thing that they don't do is attack you that teleport to you and look angry
