I had this problem in 1.18 as well, but every time I try to download a texture pack from the marketplace, it gets stuck on step 2 of 2 - importing content.. I've let it sit on this screen for like an hour and still nothing.. also reset console and game and tried redownloading but still gets stuck. I'm on xbox series x and not sure what to do.
