Goat Horn audio is tied to where it was used, not to the player using it

When using the Goat Horn item, the sound is tied to the block it was used and not to the player. When the player moves from the location, the sound remains stationary. 

 

In the video I test both horizontal and vertical displacements, and both result in the sound remaining while I (the player) am moving. I have not tested this in Multiplayer.
