Whenever trying to modify block states for a block you are trying to place with the setblock command, the block state is considered invalid.
To replicate, type in the console:
/setblock ~~~ sculk_sensor ["powered_bit":"true"]
This is one specific example but when I tried the other sculk blocks and their block states it came up the same.

However, this issue has been closed as Working as Intended. This command functions as expected if "true" is written without quotation marks.
