[MCPE-157230] Villagers without beds don't want to claim workstation

In java Minecraft all villagers can claim workstations, but in bedrock he must have a bed to do this. It is very uncomfortable to give them job. I believe that the villagers mechanics should be exactly the same as in the Java edition
