The "Go back to the old design" button in the Create World UI has no effect

When I was making a world I was trying to go back to the old design and it kept the new design.

Steps to Reproduce:

1. Go to the Create New World screen

2. Click the "Go back to old design" button

Observed Results:
It doesn't go back to the old design.

Expected Results:
It should go back to the old design.
