Skulk blocks do not drop when mined with any tool. I tried with iron pickaxe and diamond pickaxe (Not silk touch). I wasnt having this issue when the deep dark update first came out but after mining and collecting 16 skulk blocks it doesnt drop any more no matter where I mine them from. Teleported to another ancient city (so i have checked 2 so far) and can't collect the skulk blocks.

However, this issue is Working as Intended.
As mentioned in the 1.19.0 changelog, you will need to use Silk Touch to obtain sculk blocks.
Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.
