beacon effects dont work in the corner chunks.
in the negative negative corner it will cut off 4 chunks
in the positive positive corner it will cut off 1 chunk
in the positive negative corner it will cut off 3
in the negative positive corner it will cut off 3
it will only cut of one chunk in a corner if it is aligned with chunk borders
the beacon effects randomly started working normally in the world shown below after testing but still wont work in a different world
this bug has been a problem off and on for over a year
the iron blocks represent the farthest distance that the effects work and the plus/minus signs represent positive/negative coordinates
the beacon is placed at 0,-54,0
the beacon effects also work farther in the negative directions 51 vs 50

Wherever you place your beacon, you have to make sure it is within simulation distance. With the default Simulation Distance of 4, there will always be some portion cut off diagonally away from the beacon because those chunks are outside simulation distance.
