While standing on the nether roof is you look down onto lower terrain they will not be loaded in and will be invisible.
[media][media]To replicate go to a world where you can stand on the nether roof and look down at lower chunks, and they will not load in.
(Note that chunks are visible if on the edge of the block)

In all images the render distance is set to the same. However, looking off the edge of the roof stops the surrounding chunks from rendering in. In the third image the render distance is still the same but since I am crouched over the edge you can see the below chunks.
Render distance does not affect this. The issue is that unless you crouch on the very edge, you cannot see the surrounding chunks
The render distance in the pictures is 25 chunks
