[MCPE-158754] Raiders spawning in caves

Problem : Raiders spawning in cave and it hard to find and kill them.

What should be happening : raiders spawn on the surface.

My friend and me playing in a server. My friends make many caves and some underground area there. We have villager trading hall under 6 blocks from sea surface . And when triggered a raid some raiders spawn in caves and some on surface
