However, this issue is Working as Intended.
The report you have submitted is working as intended: Cacti are a part of the environment, and they naturally spawn on sand. The fact that some cacti spawned near a villager's house does not change the fact, that it was done naturally and on the spawning block - sand in this case..
Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.
