Goats are not spawning natural in the world sense
1.19.2. I went to every mountain in creative and survival and waited for some to spawn none did. We are unable to get goat horn unless we find Pilger outpost and hope for a horn to be in there.

With spawning mobs, it is important to remember that a spawning cap is applied, so no more than some number of mobs in one chunk is spawned. Have you checked if there hasn't been some mobs blocking the spawns, maybe in caves?
Did you try every snowy and non-snowy mountain?
