[MCPE-159458] Mobs, Blocks and Items Pause in Nether Dimension

Strange Things Happen In The Dimension The Mobs Pause Or Even If You Remove Blocks They Still Pause That Problem Has Been Since 1.16.100 Where The Dimension Of The Overworld And The Nether Paused In 1.16.200 That Error Was Fixed But In The Overworld Dimension While In The Nether The Problem Continues And It's A Nuisance
