Redstone components don't work when attempting to power by target blocks on the z-axis

The problem:

Redstone components that can be connected & redirected by a redstone dust (repeaters, comparators, bells, pistons...) don't work when attempting to power by target blocks, and if the redstone signal that connected to the component is equal to 0...
Somehow the bug occur on z-axis only (on x-axis it works fine).

Any redstoner could accidentally duplicate this setup and not know why their contraption breaks.
