[MCPE-160775] Observer bug causing fire to spread faster from lava

Making a clock circuit with observers and placing lava in front of them will cause the fire to spread faster than normal.
The left side of the screenshot is the bug, the right side is normal.
The observer in the second screenshot is the bug.
