When a Carved Pumpkin is placed, any enchantments it had before it was placed are removed.
Steps to Reproduce:
Enchant a Carved Pumpkin.
Place the Carved Pumpkin.
Pick up the Carved Pumpkin again.
Observed Results:
The enchantments the Carved Pumpkin had before it was placed have been removed.
Expected Results:
The Carved Pumpkin to keep the enchantments from before it was placed instead of losing them.

I think this is normal, since the same happens when you name a block. It may have to do with not being able to pick up nbt data from blocks
