Please triple check that you are not on peaceful difficulty. I can spawn mobs just fine in 0.15.2 on my Apple iPad3 (MC705C/A) iOS 9.3.2 (13F69) and Samsung Galaxy S6 (SM-G920W8), Android 5.1.1.

I don't see peaceful mode on it all I have is survival and creative and I am playing on creative and it let me
