/permission does not work with the provided hint

The Command /permission is not working when used ingame and would have great use.

Observed:

Doesnt change the permission

 

Expected:

Changes the permission

(No this is not a dev only command)

No the /inputpermission command only affects players movement, the /permission command affects his permission status (visitor, member,operator etc.)

the situation for me is 
I am in a realm
i am not the realm creator 
and /inputpermission for movement is completely broken.

Right. At client-side, when you input /permission in chat, you will see:

/permission set <player: target> [permission: PermissionLevel]

But it's not working. I talked with my friends, we think its correct syntax are:
Server-side only:

/permission list
/permission reload

Client-side only:

/permission set <player: target> [permission: PermissionLevel]

Maybe the client-side usage requires a too high permission level, and cannot run.

(Note: The server-side usage runs normally.)
