Observers don't sense that Kelp has received random ticks
This is having a big impact on Kelp farms

Observers should detect a change to the block in front of them.
Where are you placing the observer? If it is at the bottom of the kelp, the growth that appears at the top of the kelp won't be detected, since the bottom of the plant has not changed.
There are many simple kelp farm designs with observers and pistons where the piston is placed on block above the bottom and the observer is two blocks above.
Please attach a screenshot showing the placement of the observer along with observed and expected results.
