/clear dose not clear the exact amount you want

So The /clear command is Brocken and it had been Brocken for a long time. so it now dose not check and see if the player has the exact amount you gave the to command block.
For example if you did /clear @p diamond_block 64 and you gave your self 1 diamond block instead of 64 it would clear it not checking and seeing it you had 64 like it originally wood now I love create maps at a person and making mining simulators and this bugs makes it very easy for players to abuse and get money faster with out putting in the effort to get it, So basically cheating the system. so yeah it would mean a lot if you would fix it anyway here's a video to show you my problem I can't upload the video 😞 pleas check it out I have been waiting for years to report the bug but always been to lazy
