[MCPE-162265] /setmaxplayers can't run on command blocks

Steps to Reproduce:

Enter a command in a command block: /setmaxplayers 40
Active the command block

Expected Results:
A log that the command is succeed will appear in the chat column

Observation Results:
The execution fails as "Unknown command"

I think this is work as intended but it is annoying that it does like that and I have to type it on chat every time I rehost my world.

Only the owner of the world has sufficient permission to run that command, prob be marked as works as intended.
