Villagers aren't accepting workbenches in specific place

Steps to Reproduce:

1. place a workbench in a search radius of villagers, they won't accept any workbenches

2. place workbenches in different area than this particular area, villagers accept it

Observed Results:
This is a dual player where I created the seed and my friend and I both play on this seed, and it's not only me who got this problem, even he is able to see all these below things which I'm reporting you.

As you now see properly in video, at first, villagers won't get connect with any workbenches, if they do, green particles should come from both ends, which we cannot see over there, and there are no workbenches (specifically lecterns) for villagers to get them connected. there are only 2 composters in a trading area (first image).

I even tried keeping workbenches in front of them, and also outside where one can search for it, I guess I'm and I was keeping workbenches at search level of villagers, yet they didn't get connected.

At the top where I did villager breeding station, over their villagers are easily accepting workbenches, we even tried getting a villager from nearby village.

And if we take same villager from this place to far away from any village chunks, villager starts walking back to village trying to path find towards the present place (trading area), he stopped I guess 100-120 blocks before reaching trading area, and when I placed workbench, he accepts it in no time. (If you want, we can recreate the situation of this and send you a video)

I have an iron farm 1120-150 blocks far from this trading village, where if villagers have access to workbenches, then only iron farm works better. (Second & Third image)

this bug is since yesterday noon, and we tried lots of things to get rid of this, this bug I observed before as well, but it would get resolved automatically, but this time it has hit hard.

Please let me know if there is any issue with the gameplay or it's a bug..!

Expected Results:
villagers should accept workstation anywhere if workstation is provided within search area of villagers

Notes:

As you see here, there are only 2 farmers and only 2 composters with them

As you can see, iron golem farm is working flawlessly,
