[MCPE-162811] Redstone randomized

Minecraft Bedrock Edition's redstone has been broken for some time now. For example, the simplest Flying Machine you can build on Java Edition doesn't work correctly on bedrock edition.
Please investigate and fix this, the bug makes redstone on Bedrock Edition hard.

Redstone in minecraft is coded differently then in Java. Certain machines won't work in Bedrock edition but will in Java.

@Jester I know, but I would expect it to be consistent in what it does.
And the flying machine doesn't have a reason to not work, except maybe it's a little slower.
