[MCPE-162988] water loved stairs have z fighting on z acsece with natural texture pack

this is a visual bug and might have something to do with the natural texture pack.

tell me if the happens without the natural texture pack.

this also might be the world.

I was at cordnets 728 fore the x and 847 for the z
