Redstone Dust created through /setblock won't power devices without a power source

Hi, I would like to report the following error and it is when the following command is used in a command block:

/setblock ~~~-1 redstone_wire ["redstone_signal": 15] replace

or

/setblock ~~~-1 redstone_wire 15 replace

The redstone_wire does not seem to activate any other mechanism including an extra line of redstone_wire or any other block that is activated with the signal of the redstone_wire although it seems that it is activated, it does not make any signal.

Does it work if there is an appropriate power / signal source for the activation?
Redstone wire by itself can't retain a signal without another redstone component providing one.

If an activation source is added if it works normally, here the question is if in that tick the redstone with energy is generated, shouldn't it distribute the energy?
