When attempting to create an aquarium with the fill command
/fill ~~~ ~~~ water 1 replace air
the water fills the cubic area as executed but drains away....
its supposed to fill and stay; it doesn't.
the following pictures show when command is executed/after execution && the command within the command block.

However, this issue has been closed as Working as Intended.
The command works as expected if 0 is used instead of 1.
/fill ~~~ ~~~ water 0 replace air
If values higher than 0 are used, a non-source water block is created.
