Mob doesn't collect items after experiments enabled.

If we join a world with "The Major Update" experiment enabled, mobs doesn't collect items, I have seen on allays & villagers.

Steps to Reproduce:

1) Create a world with "The Major Update" experiment enabled.
2) Go to Creative Mode.
3) Summon an allay.
4) Give the allay an item and drop that item near the allay.
5) Summon a villager.
6) Drop any food for villager breeding like bread, carrot, etc.

Observed results:

The allay doesn't collects item and randomly roams near the player and the villager doesn't collects those food and roams randomly.

Expected Results:

The allay should collect those items, which we have gave to the allay and must drop it to the player or a repeatively ringing note block and the villager must collect that food, if there is another villager near by it must drop excess food to it.
