[MCPE-165682] Ravagers unable to attack when on slabs

Ravagers can’t deal damage to the player or villagers when they are on slabs.

There is a similar bug where ravagers can’t attack when they are on mud so this may have something to do with partial blocks or being a partial block off the “ground”.

I could not reproduce the issue on my device, could you please attach the world where the issue can be observed? Do you have 'Mob griefing' toggle enabled or disabled?
