[MCPE-165728] Sounds go silent when Minecraft is Minimized

When we minimize Minecraft and open it back again the sounds go silent and there is no way to fix it except restarting the game. This has been around since the 1.19.10 update

This happens on almost every single platform.

How to reproduce:

Open Minecraft on any device.
Try to Minimize Minecraft without fully exiting it.
Open Minecraft back again.
The game should be completely silent now.

Expectation:
The game shouldn't go silent when its closed and running in the background.

It happens on multiple devices such as PC's and Mobile.
