Swimming animations transitioning is jittery/not smooth

Steps to replicate

1. Be sure to stay completely below water.

2. Change your player movement from walking to swimming.

3. Notice the jittery transition/animation

Expected

The animation is smooth like it used to be in 1.19.51.
