After yesterday's update (2-7-23) to 1.19.60 rendering issues with certain blocks appeared. I am using my Kingdoms of Wallace RTX pack with none of these issues prior. For example: the mer of the torch renders on top of the gravel texture, the kelp normal renders over the side deepslate texture, grass no has a short line rendering on one edge of top texture. See in-game screenshots for examples.

Resolving as cannot reproduce. If the issue still reproduces for you, please comment and the issue will be reviewed.
It would be helpful if you specify if all RTX/HD packs (so far) are affected or are there specific ones/one and if yes, what are they. If there are also any further information that needs to be considered in order to reproduce then please provide it was well.
(this is the first time ever posting anything on the mc bugs forum thing whatever this is. i was told to report this bug here so uh yea, here i am)
I was using Kelly's RTX (no add-ons) (Kellys RTX has a couple of add-ons but i wasnt using any) together with VanillaBDCraft (a marketplace pack). When disabling the RTX Pack, lanterns no longer render the appropriate way.
I was told it might have to do with the "MER showing at the wrong place"? idk lol
[media]The issue is still very present with RTX packs (Defined PBR, Lumen RTX, my pack Kingdoms of Wallace RTX all face it and have supporters facing the issues every time they boot up the game). It even persist when switching off the RTX pack and then going to standard pack. Meaning, the super-imposed mer/normals are still present even when RTX is not active. All my research leads to the conclusion it has something to do with the Texture Atlas sizing and game caches. I attempted my pack by removing all 1.20 features and still faces the issues. Again, it only began with the 1.19.60 release and is still persistent even after this past week's update. This is very concerning for those of us creators of resource packs and those players using them as the overall game experience is very diminished. I am available to be contacted directly to assist in the process however I can. I appreciate all that is being done in the development process and am a fan, simply desire to get a proper resolution so the RTX experience continues to be a fulfilling one. Thank you!
This problem still persists as of 1.21.10 in RTX, deferred rendering, and even with shaders off. I've attached three screenshots of my pack, JG RTX v1.0.0, experiencing this bug on the yellow wool texture. You can see the MER map of another texture bleed into the base color map of the wool texture.
The textures affected shift based on what is present in the terrain atlas. I believe the problem stems from the addition of the decorated pot texture to the terrain atlas. The shaders are not unpacking the texture sets correctly when this block is present in the atlas. I assume it is because the decorated pot texture is 2:2.
Silentwisperer also experienced this issue in their latest video, while using Defined PBR (which uses 16x16 PBR textures). It appears that the game is reading from PBR materials as if they were the albedo texture for certain blocks instead of reading the proper texture.
