Please try renaming or deleting the resource_packs folder then restarting the game. If this does not work, please comment your device make, mode, version of OS, any mods or third party apps you have installed on MCPE-16647.

i have the same issue but mine wasnt fixed after i deleted the resource_packs folder

Renaming or deleting should do the same thing. @unknown please comment on MCPE-16647 and describe what else you have installed related to MCPE to help us fix the bug.
