Block outline doesn't show with RTX on

UPDATE: This was fixed in 1.19.71 and 1.19.80.22 Preview.

While playing on the new 1.19.70.24 Preview version today, I noticed that block outlines don't show with RTX on.

Note: This started happening on 1.19.70.24 Preview.

Steps to Reproduce:

1. Enter a world with RTX on.

2. Point at any block.

Observed Results:
The block outline doesn't show.

Expected Results:
The block outline is displayed correctly.
