/fill command broken

1.19.70 broke the /fill command in-game, when you try to fill a location with a block using its data value, the command fails.

For example if you run this command in-game:

/fill 0 0 0 10 10 10 stone 1

It will throw an error. But if you run the command in a .mcfunction file, it will work. The bug is only for in-game chat.

The mcfunction file is a very clever way to use stuff. But there's some mobile users that need the command and can't use a mcfunction file. So yeah. This needs to be fixed.
