Summon command from mcfunction causes entity to rotate

After updating to 1.19.70, I have noticed that when summoning entities from a mcfunction file, the roation of that entity moves when summoned. 

 

I have tested from in game, and can confirm that when summoning an entity from the player chat, the entity summons correctly in the correct roation, however if it is summoned from a mcfunction the entity will rotate into place, however its final roation is not its true rotation.
