Some of the Stairs placed prefer joining a nearby stair block of a different type in a corner peice instead of a stair of the same type regardless of when or where it is placed, never connecting where it's intended. This also occurs if it was built first, if another stair regardless of type joings another stair in a T intersection, one of the Stairs from the first line will connect into a corner piece to it and cannot be changed. It's unclear if this is a bug or just an unnoticed feature that resulted into an inconvenience in my build. I have attached a video below that shows the issue im having.
Edit- Spelling and I have done more investigation and it appears this issue only occurs when the stair next to it is a corner piece, it works as intended if it isn't a corner stair.
