[MCPE-170724] Baby mobs can't spawn under other mobs compared to Java

When I spawn mobs under the passive or neutral mobs, they don't spawn as babies underneath it.

Expected Result Java:
Place mobs under to spawn babies.

Unexpected Result Bedrock:
The baby mobs can't spawn under other passive or mobs.
