[MCPE-171113] Pressing jump on new touch control will open up effects UI instead

If a player had an effect, an effect UI will be displayed on the top left screen which is also where the jump button UI for new mobile touch control is located. But if you try to press the jump button UI on the new touch control, it will interact with the effects UI instead

This is so annoying, I was pvp someone and I ate god apple, and when I try to jump sprint, the effect list pop out and I died
