i cant send a message it always says "you cannot message the other players"[pic under this post] and i did the link, i did the instruction and already Signed out and Signed in, i only sent it in here since no one is answering me on discord, yes i did the microsoft, minecraft.net and xbox and none of them fixed it,

Is this only happening on a Dedicated Server, Featured Server (Hive, Cubecraft etc.), realms, multiplayer or singleplayer? Have you contacted the server staff directly?
