Can not fill with coarse dirt

"/setblock ~ ~ ~ dirt 1"

returns

"Syntax Error: Unexpected '1': at ' ~ ~ dirt >>1<<'"

also tried with /fill and "coarse_dirt" instead of "dirt 1" and neither work
