cant add more protection to a prop 3 armor.

when I try and enchant a piece of protection 3 netherite armor, I add the protection 1 book to the anvil, it wont let me, just shows up with a red X.  this also happens with sharpness four netherite sword and a sharpness 1 book.(this is on a server BTW)
