[MCPE-172413] structures are glitchy.

I was travelling towards a mansion, and it didn't fully load in. I went further, and it just completely deleted itself. (this is on a server BTW) the stairs used to be part of the mansion before it deleted itself. fix your game. this has been occurring since 1.19.40
